This meeting of the National executive of the National union of journalists(India) held at Rishikesh on May 19-20 expresses grave concern at the continued refusal by newspaper managements in implementing the recommendations of the Majithia wage board in December end of 2010 setting the mandatory benchmark in wage scales and other benefits for the working journalists and other newspaper/newsagency workers. This concern has grown into a widespread resentment at the delay in implementation even after the Honourable Supreme Court enabled Government to notify the recommendations which was done in November 2011. The newspaper managements that failed to block this notification when the court clearly said there was no impediment to such notification just because the managements have raised some legal and procedural issues, are now resorting to subterfuge and collective stand under a false pretext that can only be considered contempt of court’s clear order to notify the recommendations. The court’s order to enable notification is an expression that the law as stated in … of Working Journalists Act mandating the recommendations should prevail. This meeting finds that despite this clear direction for notification, the collective action of the managements to block the implementation through a contrived misinterpretation of the court’s order is a step that invites contempt of court. This meeting supports the steps taken by the the Confederation of newspaper and agencies employees federations of which NUJ(I) is an active participant, in bringing to Government’s notice the illegal refusal of the managements to implement the notification. It hails the PTI employees federation that took the historic step on April 20 to organise successfully a one day strike to highlight problem facing all the employees of the newspaper industry. This meeting calls on the Confederation to follow up this historic step by building an agenda of calibrated further steps to send a clear message to Government and managements that industry employees would not remain passive spectators to his continuing injustice. This agenda should include approaching the court with contempt petitions and also a programme of pen down, go slow and strikes to highlight the continuing injustice to the working journalists and other employees of the newspapers and news agencies. The united protests of the Confederation members should also awaken the Government to its inaction in enforcing its own law that the public has rightly interpreted as not only a matter of political weakness but proactive collusion between newspaper managements and the ruling parties at the Centre and the States level. The year 2012 calls for heavy sacrifice on the part of working journalists to ensure their future in the context of 12 long years of denial of a wage revision.
