SUBJECT: DECLARATION OF COMMENCEMENT OF ELECTORAL PROCESS FOR NUJ(I) BIENNIAL ELECTIONS FOR 2023-25.
Dear friends,
Executing the powers of Returning Officer, as vested in me by the National Executive of NUJ(I) at its meeting held at Bhopal on November 06, 2022. I hereby declare the commencement of the electoral process for the Biennial Election of NUJ(I) for the year 2023-2025.
As per the amendments in the Constitution of the NUJ(I), all stages of the election process, except polling, if any, have to be completed not less than 15 days before the forthcoming Biennial Conference.
National Council Members and Delegates list: As per the amendments in the NUJ(I) constitution the list of National Council and Delegates list (Voters List) has already been submitted by the Secretary-General.
TIME TABLE: The following timetable has been fixed for election to the office of:
President- One, Vice President – Seven,Secretary General – One,
Secretary – Seven, Treasurer – One, Members of the National Executive - Thirty-One
One Vice-President and One Secretary will be from each of the following Seven regions: NORTH, SOUTH, EAST, WEST, CENTRAL NORTH, CENTRAL, NORTH EAST.

NATIONAL EXECUTIVE
9. The governing body to whom, by the Constitution of the NUJ(I) and the Rules framed thereunder, the management of its affairs is entrusted shall be called National Executive.
**,*9(a).The National Executive shall consist of one President, five Vice Presidents, one Secretary General, five secretaries, one treasurer and 31 other members. President and General Secretaries of the State Units shall be permanent invitees to the meetings of the National Executive.
**9(b) One vice-president and one secretary shall be from each of the following eight regions :
1. NORTH: Jammu & Kashmir, Himachal Pradesh, Punjab and Chandigarh
2. SOUTH: Andhra Pradesh, Telangana, Tamil Nadu, Karnataka, Kerala and Puducherry.
3. EAST: Bihar, Jharkhand, West Bengal & Orissa
4. NORTHERN EAST: Arunachal Pradesh, Assam, Meghalaya, Sikkim, Manipur, Mizoram, Nagaland and Tripura
5. WEST: Gujarat, Madhya Pradesh, Chhatisgarh, Maharashtra & Goa.
6. CENTRAL: Haryana Rajasthan and Delhi.
7. CENTRAL (NORTH): Uttar Pradesh, Uttrakhand,
1. Issuance of Notification of elections = Tuesday, 21 febuary 2023
2. Last Date of Receipt of Nominations = Tuesday, 14 March 2023 upto 5 pm at NUJ (I) office, New Delhi
3. Scrutiny of Nominations = Wednesday , 15 March, 2023 at 3 PM at NUJ(I) New Delhi office.
4. Notification of Candidates' Lists = Thursday , 16 March, 2023 at 6 pm
5. Last date of Withdrawal and Publication of Final list of Candidature = Thursday, 30 March, 2023
7. Polling, if Necessary first day of the Biennial Session
While sending nominations, the candidates are advised to mail them through Speed-Post/Registered-Post early enough to avoid delay in transit and to reach NUJ(I) office by the stipulated date and time. Nominations arriving after the above mention time will not be accepted.
MEMBERSHIP OF RIVAL UNION: It is hereby mentioned that the nomination of any member who is found flouting the spirit of the resolution adopted by the CHITTORGARH UNION COUNCIL meeting regarding membership of a rival association/s stands rejected.
ELECTORAL COLLEGE: All Union Council Members and Delegates elected at the State level and the Presidents and General Secretaries of the State Units are eligible to participate in polling for the election of the NUJ(I) President and Secretary General. For all other elective posts the candidates, their proposers and seconders and voters have to be members of the Union Council which constitutes the Electoral College. The voting will be on an Indian basis.
Nomination for President and Secretary General: The nomination for the post of President and Secretary General should be filed from their state and shall be valid only if they are endorsed by at least three other state units of different zones with the signature of the President and General Secretary of the state units.
FEE: Nomination papers for the President and Secretary General shall be accompanied by a fee of Rs. 500 in each case. This payment can be made through money order Or by Bank Draft (drawn in favour of the NATIONAL UNION OF JOURNALISTS (INDIA)) OR by cash through any representative at the NUJ (I) office. Nomination papers without fees will not be accepted.
Note- As per decided by NUJ -(I), General Body Meeting, on 7th November 2022 at Bhopal it was resolved that the President, General Secretary, Vice President, and Secretary elected in the 2020–22 elections would be eligible for the post due to the lockdown for the Corona pandemic.

Resolution: Regarding giving election exemption to the NUJ (I), the President, General Secretary, Vice Presidents, and Secretaries
In the general body meeting of NUJ-I, which was held on November 7, 2022, at Kailash Complex, Bhopal, it was resolved that the President, General Secretary, Vice President, and Secretary elected in the 2020–22 elections would be eligible for the post due to the lockdown for the Corona pandemic in April 2020. Further, it was also mentioned that, because of ongoing disputes in various courts, the President, General Secretary, Vice President, and Secretary can contest the elections again. According to the NUJ constitution, the President-General Secretary cannot run for re-election after one term, and the Vice-President and Secretary cannot run for re-election after two terms. This meeting of the General Assembly unanimously passes the resolution passed in this regard at the joint meeting of the National Executive-National Council held on November 6, 2022, at the Kailash Complex, Bhopal.
QUALIFICATION: According to the amended constitution of NUJ(I) one Union Council Member will represent 80 ordinary members while a Delegate will represent 40 Ordinary Members. The quota money will be Rs 20 per member. The State units may note that a delegate fee of Rs. 100/- per member and Rs. 150/- per member for a member of the Union Council must be paid to the Central Office.
NOMINATION FORM: A specimen nomination form is enclosed with this notification. This can be copied or downloaded for filing nominations. ONLY this format should be used for filing nominations. The nomination form should be completed in all respects.
COMMUNICATION: The Office Secretary NUJ(I) Delhi is hereby directed to communicate this notification to all State Presidents and General Secretaries, Members of the National Executive and Special Invitees TODAY via e-mail and it comes into effect immediately. A separate set of hard copies of the same shall be pasted on the notice board of the NUJ(I).
